Enabling Facetime & Message for Managed Apple IDs

By default, Managed Apple ID users can't use FaceTime or Messages on any device. You can turn on these services for users in your institution, but conversations are encrypted in transit and can't be inspected.

It is possible to enable FaceTime & Messages for your managed Apple IDs by logging into Apple School Manager.

To do so navigate to settings > Managed Apple IDs and enable the feature there.
